The system related to the granting of the TURQUM® Quality Mark has been structured under the lead of a supreme committee called “Science and Technology Superior Advisory Committee.” This committee which is acting within the frame of the principles of objectivity, independence and transparency consists of representatives from the universities, trade associations, private sector and some public sector organizations. It also provides opinion and recommendations on the certification policies. This Committee acts as the Advisory Board guaranteeing the objectivity of the Sub-Committees in the Certification activities. Within the scope of the certification activity, in the audits performed by independent auditors at the production place of the manufacturer, which has applied to obtain the TURQUM® Quality Mark, controls are made to determine whether the manufacturer meets certain safety and technical conditions.

Companies meeting audit criteria are given the TURQUM® Quality Mark use rights by the Certification Committee. If non-conformities are found out in the audits, first they are remedied and a new audit is conducted if necessary. When the Certification Committee decides to grant the TURQUM®  Quality Mark, it will issue the corresponding certificate, authorise the company to use the TURQUM®  Quality Mark and update the Register of Certificates. The right to use the TURQUM® Quality Mark continues under the condition that periodical verifications made each year within the same context of the first certification are successful. Besides these periodical controls, extraordinary controlling activities are organized on a case-bycase basis as a result of complaints from the customers.

COMMITTEES

- Science and Technology Superior Advisory Committee
This committee is the Advisory (consultation) council which evaluates changes related to implementation, sustainability and operation of Product Conformity Assessment activities, and delivers opinions and recommendations about certification policies and objectives.
Duties of Science and Technology Superior Advisory Committee are as follows,

• To assist development of operational principles of certification procedure,
• To ensure independency and objectivity of Product Certification service,
• To evaluate issues related to systematic and sustainability of Product Conformity Assessment procedures,
• To create necessary opinions and recommendations regarding improvement of Product Conformity Assessment system,
• To make recommendations on establishment of concerned committees relating to implementation of Product Conformity Assessment procedures and operation of these committees, and to observe objective and independent operation of these committees,

Science and Technology Superior Advisory Committee consist of representatives from

- Executive Committee

Executive Committee is established with the aim to apply policies of Science and Technology Superior Advisory Committee in scope of Product Conformity Assessment activity and to ensure sustainability of Quality Management System as well as coordination between Committees.

- Certification Committee

It is the committee which gives the final decision about examination of inspection report created by Inspection Team upon inspection and examination activities on manufacturing place of the manufacturer applying to acquire TURQUM® Quality Mark, and about the issue of certificate in compliance with TS EN 45011 standards, sustainability of the certificate, suspension of the certificate, release of such suspension, or cancellation of the certificate; and which is responsible for implementing in decision-making mechanism the policies created in respect of certification process of Science and Technology Superior Advisory Committee.

- Certification Objection Committee

Certification Objection Committee is the committee which evaluates and settles the manufacturer’s written objections related to certification process, outcomes of audit, product conformity assessment specifications, suspension or cancellation of product conformity certificate etc.

- Complaints Assessment Committee

It is the committee established for settlement of complaints on product and/or manufacturer made by customers using products with product conformity certificates issued in scope of Product Conformity Assessment Procedures, and of potential complaints by manufacturers on auditors.

- Supervisory Committee

It is the committee which audits the procedures carried out in relation to Product Conformity Assessment activities performed by Central Anatolian Exporter Unions, financial status of the structure executing certification activities, and operability of the committees.

- Machinery Quality Certification Department

It is the secretariat responsible for preparing Product Conformity Assessment documentation and keeping their records, and carrying out certification activities in scope of Quality Management System.

- Sector Committees (SC)

These are the committees established with the aim to prepare “Product Conformity Assessment  Specifications” containing audit criteria which shall be taken as basis in audits to be carried out at the manufacturing place of the manufacturer applying to OAİB so as to acquire TURQUM®  Quality Mark.
